Maharashtra on Wednesday recorded a single-day spike of 8,807 new cases, taking the count of infections in the state to 21,21,119. The state reported over 8,000 cases in a day after a gap of over four months.</p>
<p class="story_para_1">“We are helpless as people are not following the basic guidelines for home quarantine after discharge from hospitals post recovery or after return from a place that mandates such isolation for a limited period,” Dr Subhash Salunke, technical adviser to the state government on COVID-19 outbreak, said. This clearly indicates people are inviting strict measures like lockdown, the official said.</p>

<p id="4" class="story_para_4">Norms had been relaxed in good faith, but people have failed the efforts taken earlier by carelessly moving out in public places without taking adequate precautions, she said. “When cases of institutional quarantine were in lakhs, the state had managed the situation fairly well. Now, this number is slightly above 50,000, which we can certainly manage. The government expects some cooperation and understanding from people,” Patil said.</p>
<p id="5" class="story_para_5">Another senior state health official also noted that several political rallies and gatherings took place in the last three weeks. “If leaders are more interested in short-term political gains, then there will be some consequences as well in terms of rise in number of COVID-19 patients,” he said.</p>

<p><strong>Sanjhi Soch buero :</strong>The Supreme Court has said heirs of the father of a woman can inherit property under the Hindu Succession Act and they cannot be held as &#8220;strangers&#8221;.</p>
<p class="story_para_1">A bench of Justices Ashok Bhushan and R Subhash Reddy referred to Section 15(1)(d) of the Hindu Succession Act and said the heirs of the parental side of a Hindu woman are covered under persons entitled to succession of property. &#8220;A perusal of Section 15(1)(d) indicates that heirs of the father are covered in the heirs who could succeed. When heirs of the father of a female are included as person who can possibly succeed, it cannot be held that they are strangers and not the members of the family qua the female,&#8221; the bench said.</p>
<p>The Supreme Court has said heirs of the father of a woman can inherit property under the Hindu Succession Act and they cannot be held as &#8220;strangers&#8221;.</p>

<p id="0" class="story_para_0"><strong>Sanjhi Soch buero :</strong>The central government has finalised the rules to regulate internet-based businesses and organisations – social media companies, OTT streaming services, and digital news outlets, among others – as it plans to introduce a sea change in legislation to assert more control over powerful Big Tech firms.</p>
<p class="story_para_1">Under the new Information Technology (Guidelines for Intermediaries and Digital Media Ethics Code) Rules, 2021, the government plans to mandate social media companies like Facebook and Twitter to erase contentious content as early as possible, but not later than 36 hours, after a government or legal order</p>
<p id="2" class="story_para_2">These companies must also provide information and help with investigations within 72 hours of a request from authorities, said the draft rules, a copy of which News18.com has reviewed. Further, if a post depicts an individual in any sexual act or conduct, then companies must disable or remove such content within a day of receiving a complaint, the rules added.</p>
<p class="story_para_3">The latest draft rules – which would be legally enforceable – have been released weeks after the government’s dispute with Twitter after the social media giant ignored orders to remove content over farmers’ protests. The new guidelines will supercede the 2011 rules, and government sources said that since the changes are only in the rules, and not the IT Act, Parliament intervention will not be required.</p>
<p id="4" class="story_para_4">The draft proposal also requires companies to appoint a chief compliance officer, another executive for coordinating on law enforcement, and a “grievance redressal officer” within 3 months from the date of publication of these rules. All must be resident Indian citizens.</p>
<p class="story_para_5">A copy of the draft rules, set to be released by IT Minister Ravi Shankar Prasad and Information and Broadcasting Minister Prakash Javadekar, has been put out by the Internet Freedom Foundation (IFF).</p>
<p id="6" class="story_para_6">The oversight mechanism will include a committee with representatives from the ministries of Defence, External Affairs, Home, I&amp;B, Law, IT and Women and Child Development. This committee will have “suo motu powers” to call hearings on complaints of violation of the Code of Ethics if it wants. The committee can warn, censuring, admonish or reprimand violators, seek an apology besides other actions.</p>
<p id="7" class="story_para_7">The rules would also apply across other digital and online media, the draft proposal said. “A publisher shall take into consideration India’s multi-racial and multi-religious context and exercise due caution and discretion when featuring the activities, beliefs, practices, or views of any racial or religious group,” the draft rules said.</p>

Referring to films and other entertainment, including web-based serials, the draft rules called for a “classification rating” to describe content and advise discretion.</p>

<p class="story_para_1">In view of the rising Covid-19 cases in Mumbai, and amid Chief Minister Uddhav Thackeray’s appeal to stop large-scale religious, cultural gatherings, the temple trust has taken the decision to shut the premises.</p>
<p id="4" class="story_para_4">Maharashtra reported over 8,000 cases in a day on Thursday, while Mumbai reported over 1,000 cases. The state reported 80 deaths, highest in two months since December 24, when 89 deaths were reported. With this, the total cases in the state jumped to 21,21,119 and the toll touched 51,937.</p>
<p id="5" class="story_para_5">Intensivist Dr Rahul Pandit, a member of the state Covid task force, was quoted as saying by TOI that the rise in cases was “concerning”. “A rise in critical cases or deaths is seen 7-14 days after a surge in cases,” he said, adding that the next 10 days would be make or break for Mumbai.</p>

<p id="0" class="story_para_0"><strong>Sanjhi Soch buero :</strong>The Bihar Assembly was adjourned multiple times on Wednesday as the opposition members created a ruckus in the House over Social Welfare Minister Madan Sahni&#8217;s remark against CPI(ML) legislators. Members of CPI(ML) rushed to the well of the House, seeking an apology from the minister for his comment which he made while replying to the call attention notice of Mahboob Alam, a legislator of the party, on the issue of alleged delay in payment of old age pension through direct benefit transfer.</p>
<p class="story_para_1">The CPI(ML) legislators were joined by the RJD and Congress members in their agitation and shouted slogans against the NDA government in the state. Speaker Vijay Kumar Sinha ordered that the objectionable words used by Sahni against the opposition members would not be in the record.</p>
<p id="2" class="story_para_2">Parliamentary Affairs Minister Vijay Kumar Choudhary was seen trying to pacify the agitating members. He expressed regret on behalf of the government for Sahni&#8217;s remark.</p>
<p class="story_para_3">Choudhary said the government wants to assure all the members of the House that it had no intention to disregard any legislator. Since it was the last item in the list of business in the pre-lunch session, the speaker adjourned the House till 2 pm.</p>
<p id="4" class="story_para_4">The speaker convened an all-party meeting in his chamber during the lunch break to resolve the issue but the opposition members refused to pay heed to his request. When the members reassembled for the post-lunch session, the opposition MLAs continued their protest and demanded that the minister should be asked to resign.</p>
<p id="5" class="story_para_5">They also alleged that Sahni made his comment against CPI(ML) members deliberately. As the Speaker&#8217;s request to members seeking their cooperation failed to yield any result, he adjourned the House for around 20 minutes till 3 pm.</p>

<p id="0" class="story_para_0"><strong>Sanjhi Soch buero :</strong>As the next phase of vaccination in India begins on March 1, the inoculation drive will be driven by Co-WIN 2.0 which the government plans to launch in the next few days, government sources said. The eligible population of those over 60 years and those over 45 years with comorbidities will be able to self-register on the app.</p>
<p class="story_para_1">“The process will be demand-based and there will be multiple channels for beneficiaries to register such as CoWin 2.0 app, Aarogya Setu and Common Service Centres,” government sources told CNN-News18 on Wednesday</p>
<p id="2" class="story_para_2">“Beneficiaries above the age of 45 will have to upload and provide a certificate from a doctor to prove they have a specific comorbidity,” they added.</p>
<p class="story_para_3">Beneficiaries will have an option of choosing the date and location of their nearest vaccination site; an option to choose between public-run or private-run centres; option to update age and a digital certificate will be given to beneficiaries after the first does of vaccination.The guidelines and key suggestions for the blueprint of next phase of vaccination has been deliberated on by the top most relevant experts of the country — and the government is expected to announce the details soon.</p>
<p id="5" class="story_para_5">The second phase of Covid-19 vaccination drive will begin on March 1, with priority given to people over 60 and those over 45 with comorbidities, Union Minister Prakash Javadekar in media briefing today.</p>
<p id="6" class="story_para_6">The jabs will be given at 10,000 government-run centres which will be free of cost and 20,000 private centres. The charges for vaccination at privately centre will be confirmed in the coming days.</p>

<p id="0" class="story_para_0"><strong>Sanjhi Soch buero :</strong>Bharatiya Kisan Union president Naresh Tikait on Wednesday called Defence Minister Rajnath Singh a caged parrot and said the farmers’ issues could be resolved if he is given the freedom to talk with them. He accused the BJP-led central government of being stubborn over the three new laws, which farmer unions want repealed. The protesting farmers too are not ready to go back on their demands, he said.</p>
<p class="story_para_1">The government has made Defence Minister Rajnath Singh a caged parrot (’pinjre ka tota’). If he is given the freedom to talk to farmers, I can guarantee that there would be a decision and the BJP’s prestige will also remain intact, he said. He said farmers respect the Defence Minister, but he is not given a chance by the government to deal with the farmers’ issue.</p>
<p id="2" class="story_para_2">Tikait addressed a farmers’ ”mahapanchyat” here and also spoke to reporters, claiming that the Centre was not paying heed to the farmers protesting against the laws. The government is stubborn and is not ready to hear out farmers. It should change its attitude,” the BKU leader said.</p>
<p class="story_para_3">”If the PM is not ready to repeal the laws, we are also not going to backtrack. The farmers are ruined and not getting the right price for their produce. The rise in prices of power, petrol and diesel has affected them also,” he said. ”If this government continues for long, farmers will have to abandon agriculture,” added.The BKU leader said the way to Uttar Pradesh’s Purvanchal is through Barabanki and if farmers here are made aware of the impact of the new laws, they will be able to tell farmers in that region about it. This government is defaming farmers, labelling them as terrorists and Khalistanis and we will not remain silent on this,” he said.</p>
<p id="5" class="story_para_5">Tikait indicated that he had no quarrel with Union Minister Sanjeev Balyan, whose supporters and those of the Rashtriya Lok Dal clashed recently over the farmers’ protests. He indirectly referred to the riots in western Uttar Pradesh in 2013, over which Balyan too had faced charges.</p>
<p id="6" class="story_para_6">”Earlier Hindus and Muslims lived in amity. But from 2013, BJP spread misconceptions among them and divided society. But now people have understood their tricks, the BKU leader said. Thousands of farmers have been camping at the border of Delhi since November-end, demanding the repeal of the new agri-marketing laws. They claim that the laws will weaken the minimum support price (MSP) system, an argument that the government rejects.</p>

<p id="0" class="story_para_0"><strong>Sanjhi Soch buero :</strong>Army chief Gen M M Naravane Wednesday said that there is &#8220;definitely a great improvement&#8221; in the internal security situation in Jammu and Kashmir but Pakistan-promoted terror still remains a threat. He said Pakistan is committed to the strategy of supporting terrorism in all its forms as terrorist launchpads continue to be operated and terrorists continue to be there on the other side of the Line of Control looking for an opportunity to cross over.</p>
<p class="story_para_1">Naravane exuded confidence that with continued engagement with Pakistan, there could be some sort of an understanding because &#8220;unsettled borders and violence on the borders help no one&#8221;. &#8220;We are always wanting peace and tranquillity in our border areas, whether it be the western front or the northern front and the LAC (Line of Actual Control). Or whether it is on the Indo-Myanmar border, we are always looking for peace and tranquillity and our role is to ensure that so as to the rest of the nation can develop,&#8221; Naravane said.</p>
<p id="2" class="story_para_2">The Army chief was speaking at a webinar organised by Vivekananda International Foundation. Talking about terrorism in the Valley, Naravane said the winter months are always a little bit of a lull period when the passes are closed and snowfall is heavy. He said with the waning of winter, as the passes open and the onset of summer, the Army is always prepared for a fresh influx from across the border.</p>
<p id="3" class="story_para_3">&#8220;But having said all that, there is definitely a great improvement in the internal security situation in the union territory of J&amp;K. When I say that, I don&#8217;t say that just based on the emotion but on various parameters you can judge the figures,&#8221; Naravane said. He said the number of terrorist-initiated incidents has gone down so have the incidents of infiltration bids across the LoC. He added that there were no instance of stone pelting, no incidents of IED attacks.&#8221;These are facts and figures which speak for themselves that there has been an improvement on the ground in the J&amp;K. However, that threat still remains a threat in being. &#8220;The Pakistan angle and the terror angle still remain a threat in being,&#8221; he said.</p>

<p id="0" class="story_para_0"><strong>Sanjhi Soch buero :</strong>An expert panel of India’s Central Drug Authority which reviewed the application of Dr Reddy’s Laboratories seeking emergency use authorisation for the COVID-19 vaccine Sputnik V on Wednesday recommended that the firm present immunogenicity and safety data, sources said. Dr Reddy’s Laboratories on February 19 said it had approached drugs regulator DCGI for emergency use authorisation (EUA) for the Russian vaccine.</p>
<p class="story_para_1">”The Subject Expert Committee (SEC) on COVID-19 of the CDSCO which discussed the application by Dr Reddy’s Laboratories seeking emergency use authorisation for COVID-19 vaccine Sputnik V on Wednesday asked the firm to submit immunogenicity and safety data as per the protocol approved by the CDSCO. Once it submits these data, its EUA application will be considered,” a source said. The drug major on Wednesday presented the safety profile of phase 2 study, and interim data of phase 3 trial, the source said.</p>
<p id="2" class="story_para_2">Meanwhile, the SEC also asked Hyderabad-based Bharat Biotech to submit efficacy data of Covaxin on adults before seeking permission to conduct phase-3 clinical trial on children aged 5-18 years. In September last year, the Hyderabad-based firm Dr Reddy’s partnered with the Russian Direct Investment Fund (RDIF) to conduct the clinical trials of Sputnik V and for its distribution rights in India.</p>
<p class="story_para_3">The vaccine is undergoing phase 3 clinical trial in India. The Drugs Controller General of India (DCGI) has already given the EUA nod for two COVID-19 vaccines — Covaxin of Bharat Biotech and Covishield of Oxford-AstraZeneca, being manufactured by Serum Institute of India in Pune.The vaccines are being administered to healthcare and frontline workers across the country. Sputnik V has demonstrated an efficacy rate of 91.6 per cent in the interim analysis of phase 3 clinical trial, which included data on 19,866 volunteers in Russia, the statement said.</p>
<p id="5" class="story_para_5">The vaccine also maintained a consistent efficacy at 91.8 per cent even among the group of 2,144 volunteers over 60 years old. ”The efficacy of Sputnik V was reported to be 91.6 per cent by the Lancet, which is an impressive development in the fight against COVID-19. The initiation of the EUA process will be a critical step forward for us in ensuring speedy access to the Sputnik V vaccine in India,’ Dr Reddy’s Laboratories co-chairman and managing director G V Prasad said.</p>
<p id="6" class="story_para_6">Sputnik V developed by the Gamaleya National Research Institute of Epidemiology and Microbiology was registered by the Ministry of Health of Russia on August 11, 2020 and became the world’s first registered vaccine against COVID-19 based on the human adenoviral vector platform. Sputnik V has already received approval in 26 countries and has been administered to more than 2 million people worldwide.</p>
